Press SELECT at the title screen to go to the options menu now play the following songs in the sound test, choose with LEFT and RIGHT and press A to play.
Play the following songs in this order shown, 40, 30, 20, 19, 18, 17, 16, 15 and you will have access to the Cheat Menu.
