In development in the N64 early years. Originally just called "UEFA Soccer" the title eventually changed to "UEFA Soccer '98".
The game was developed by Power and Magic Development, a French company founded in 1997.

The game will feature 48 UEFA affiliated national teams, five non-UEFA teams, and three hidden ones, as well as 17 different stadiums. In the graphics department, UEFA offers motion-captured
character animation, texture-mapped polygon characters and fully 3D rendered stadiums. Ocean is confident that the game will be a "genre-defining product" and surpass any other N64 soccer title with
better gameplay, more frames of animation, and the best AI in a football game yet. There are several modes of play, different camera angles, varying weather and pitch conditions, and digitized audio
commentary.
The game is still far early in development (all screen-shots are of the PC version), and is currently scheduled for an April '98 release in Europe. Ocean has not commented on the possibility of a
US version yet.

Fact probably is that the N64 version never existed, and no PC version was released either.
Power and Magic was closed down in 2008 by 2K Games, who purchased PAM Development in 2006.
