There are quite a few titles released only on the other side of the Atlantic that I would like to pick up.  How would I go about playing PAL(A/B) NES games on my US NES Toaster?

Besides getting a PAL machine, making your NES universal is the best thing :) Follow this guide:

jajaja, I assume you've done this?  And when they say diagonal cutter, do they mean an exacto knife?

Just use something sharp that will cut the metal, or just get some needle nose and tear the actual prong out of the chip itself, either works fine.  I have did this and it works great =)

Sure, ive actually done it many times. Works great :) I also use the needle trick, just bending out the leg on the chip until its disconnects. It doesnt matter what you use as long as the leg is being disconnected from the chip.

If you cut the leg from the chip , can you still play ntsc games ? Because when I set my switch on ntsc mode , I can't play any pal games anymore ( i have a pal nes)

Isn't it difficult to get a PAL NES working in the US because of special AC power and TV connection requirements?

No, since both the PAL and NTSC NES uses AC 9v you can without a problem use a US AC adapter on a PAL machine and vice versa. I've used my PAL AC adapter on a US toploader without any problems. The AC adapter wont give out more than 9v regardless if its 110v or 220v in the socket.

You might experience trouble using the RF-out, but just use A/V and it should be fine :)

But the US AC adaptor connection does not fit into back of the UK NES. They aren't compatible.

Your right, i was about to mention that. For some reason PAL machines uses 2 different plugs on the AC adapter. After my knowledge and experience only the NES consoles that are bought in Scandinavia got a different plug. I've used my SCN AC adapter with my toploader and that worked without a problem. I dont think i've tried a german or french AC adapter with it, but the SCN one fits and works perfectly atleast.
