Not really. It's not ridiculous overpayment, but you should be able to find it cheaper. Now, MM4, 5, or 6? That's a better deal.

I bought the game.
I don't know if I should have or not but, I could not find it for cheaper.

Yeah I think it's a good deal. Think of it this way: you paid for about three good beers (Carlsberg or better) at a bar, and you will certainly get that much enjoyment out of Mega Man 3, as it is a solid title that will provide hours of fun. :)
