I think it's sort of like how English terms are used and accepted by the Spanish, and how Spanish terms are used and accepted by the English. The world is just really a big melting pot.

It's like we have Japanese in some of our games (Strider).
Seriously, in Japan, they can read Arabic numbers & some of our English words.
You know how you access the Super C music menu & the last track says "MEDOLY" ? That's actually romajic for 'medley' .
Thank God, eh? Because we can play some of their games!

The entire introductory storyline for Zelda 1, The Hyrule Fantasy is in English. I was really surprised.

There's some Famicom games where ALL the text is english. Some examples are:
Rockman
Top Gun
And I've played ROMS of a few of Sunsoft's Famicom titles, and all the text including the dialogue is in english! How are japanese people going to understand that dialogue?

You're right. Same's true of Punch-Out!! and a bunch of others. I think a lot of Famicom games in which they were preparing for an NES release had English more so than not. With Punch-Out!!, the first release had poor English, but they straightened it up for the second Famicom release and the US release.
Plus, Japan is just highly multilingual.

That's pretty much the exact reason. They've even got English educational games for the kids there to learn the English language.
