PAL SMB Variant

While updating my ROM collection for my PowerPak, I came across a weird, yet apparently official PAL Super Mario Bros. revision.  What is interesting about this variation is that the background tiles and some sprite tiles use patterns not from the ordinary SMB but from the Famicom Disk SMB2!  Gameplay is unchanged.  Has anyone ever verified this against a real cartridge?  The ROM itself, while it is labeled as a European release, has not been adjusted for PAL speeds in any way.

Could it be a pirate? Maybe it was labeled wrong? Do the clouds have eyes, & is there no title on the title screen?
